Shipping lower receiver to New York?

I have someone that lives in New York interested in buying a lower receiver from me. It is a complete lower receiver less the buttstock.

Is it legal for me to ship this to him? I don't know if that will go against anything in the NY AWB.

Includes:
Lower Receiver
Trigger Assembly
Pistol Grip

Does Not Include:
Buttstock
Magazines
Upper Receiver

You'll have to send it to a FFL dealer in his state anyway. They'll know all those answers.
