shipping ss109 projectiles to CA, or other restricted states

Is shipping some ss109/m855 projectiles legal to CA? Projectiles only, NOT loaded ammo. I have some for sale on GB and a buyer posed this question.

Where can I find a list of places NOT to ship it to, so I can avoid the pokey and guys in black suits?

I listed it and now realize I should have had this info before hand.

California Penal Code restricts
30315. Any person, firm, or corporation who, within this state
knowingly possesses any handgun ammunition designed primarily to
penetrate metal or armor is guilty of a public offense and upon
conviction thereof shall be punished by imprisonment pursuant to
subdivision (h) of Section 1170, or in the county jail for a term not
to exceed one year, or by a fine not to exceed five thousand dollars
($5,000), or by both that fine and imprisonment.
Until BATFE made their proposal, I had not heard that M855/SS109 met that description.

I'm a lawyer, but I'm not your lawyer. And I don't plan to be your lawyer.

Given what the ATF is doing now, I consider matters to be highly unsettled. So I can't give you a simple or a straight answer. It would take me considerable time and research in order to be able to render what I'd consider to be a professionally appropriate opinion. So I'm afraid I can't help you.

I don't know. In fact I doubt such a list even exists. It's probably a matter of doing the research on a state-by-state basis. And then again, we have the pending ATF matter over our heads.
 
There's distinction made between projectiles themselves and cartridges that are considered ammunition.
