Short barrels and reloading

First of all, the powder "burn rate" charts rank powders differently since there is no industry standard for determining such rates (i.e. do you burn it in the open, in a sealed vessel, if the latter, what volume is the vessel, etc.)

To maximize velocity and minimize muzzle flash, you want the gas produced by the burning powder to stop expanding just before your bullet leaves the muzzle.

Unfortunately, there is precious little published data on this. You will need to recognize the typical barrel length for your caliber and work amongst the existing loads to optimize the results for your gun.

Note that this is neither simple, nor cheap. It takes me between 120 and 240 rounds to develop a new load that works optimally in the five (5) rifles for which I load.

Good luck.
