Will this require the same sirial number for each frame, or will the serial number be on the "functional mechanism"? Seems like BATFE will need a new definition of firearm to cover this one.

The polymer frame is like the grip panels of a 1911. The actual "reciever," which is the serial numbered part, is the stainless steel insert which contains the trigger, hammer, slide rails, etc.
 
I believe it's on the right side of the frame, but regardless where it is, there is a "window" on the frame that allows you to see the serial # on the receiver itself. I think it is a legal requirement that the serial number be visible from the exterior.

A lot of people have said they don't understand the appeal of these guns. To me, the appeal is the modularity. If they truly do release all of the frame options, trigger options, etc that they are saying, I think it would be neat to have one full-size gun that can quickly change to a compact or subcompact for carry needs as well as quickly convert calibers to suit your needs. The only potential downside I can see is if they price any of the "add-on" stuff in an unreasonable manner. I've heard speculation that the extra grip frames should be roughly ~$35 a piece, which sounds reasonable to me. Hopefully the caliber conversions aren't much more than $100-150, as much more than that and I'm sure most people would rather just buy a second gun. The one thing that I'm not too fond of is that the current version is DAO, which I can't stand. I'm hoping a traditional DA/SA or DA only is on the horizon because if not, I likely won't buy one.
 
Barrel and slide interchangability, Tangfolio. The frame/grip system is just like the STI 2011, hence the comment. Also, ergonomics go to the Tangfolio, as Sig is far from them in terms of controlability and grip feel.
