Sight adjustment on a semi buckhorn site

I have a Marlin Golden 39A with a semi buckhorn site. The site has elevation adjustment but no windage adjustment. The rifle shoots about 2 to 3 inches off to the right. I have already adjusted for elevation. How do I adjust for windage? Do I have to actually bend the site?

No.
You use a brass or nylon drift (big punch) and a small hammer to gently drive the sight over in the dovetail.
 
If you don't have a proper punch or small brass hammer, light hammer taps on a hardwood block held against the sight will also work.
 
Okay, now for an even dumber question. Do I tap the front or rear sight and if it is shooting three inches to the right which way do I tap the front or rear sight? Thanks.
