All i can get from this is school bus stop, camera , and unmarked van. Was he in view of the bus stop? There are some excusable explainations to this, but there are also some very concerning ones. If the sherrif doesnt follow up with you id follow up with him. Just to keep it in his mind on it.

RC, when I started Pistol Shooting, Gun Club in the UK, early 1960s, I basically knew nothing!
So when invited by a Club Member to look at how to reload fired cartridge cases, Wow, I was in.
I did know the basics. The old chap had a shed down the yard, his hobby shed.
He explained that space was a problem, one of the ways to save space...
TAKE ALL OF HIS SMALL PISTOL PRIMERS! Out of the bulky flat packets, and put them in a nice clean Robertson's Marmalade Jar, he showed me it, on a narrow shelf, above the concrete pad the shed sat on! FULL!
Don't know if he ever blew a toe off, but I did not go back!

It's possible that this person was land speculator. With both you and your wife getting up there in age it may be wise to make sure that you have a will and that the will is up to date. You should also have a very responsible trustworthy person(and backup) listed as the executor.
I would certainly be cautious though because you don't know for certain who this person really was.
Also, make sure your wife has a good grasp on how things will be handled in case something happens to you.

The idea that the guy left as you got near is enough to make me think you have a weirdo on the loose.
You have two choices, go out and confront the guy the next time you see him, or let the Cops handle it.
I would embelish the story a bit with "I think he is taking pictures of little kids and every time I approach to ask him what he is doing he puts up his photgraphy gear and speeds away."

Yup Tell the sheriff about it . might be nothing I found a picture of my house on google earth while playing with the features .. then again might be someone looking to rob people in rural areas. . And remember Fat people are harder to kidnap ..
