I have 2 scopes, a Kowa TSN-821 (24x, 80 mm objective) and a Bushnell (20-60x, 50 mm objective). Kowa is at least 10 times better. While the Bushnell has higher magnification, above 40x or so it gets very dark. So power itself isn't everything.
My recommendations? Get a 80 mm objective with the best optical quality you can afford. Variable power eyepieces will let you get the most magnification that light conditions will allow.
Kowa is absolutely amazing, my top choice as well.
That said, what are you looking to spend? Some features you probably want are the 80mm bell, that's lets ample light in. At least a 20-60x variable eyepiece if fixed. angled body is my preference as well for target shooting. Lots of options out there, but price range can help narrow some choices down.
I bought a Leupold SX-1 Ventana 20-60x 80mm. I am really happy with it. I can see bullet holes at 500yds in targets with white background and green bull, I get them online for real cheap. The kit come with a nice case and a cheap bipod, I had to modify the bipod to make it better but it is still a little wobbly. Retail is about $499. You can find it cheaper if you look around.
I've heard good things about the vortex one.
As for bipods that pole cat looks real nice, but works better with the vortex still and not the ventana.
