State CCW permits

Although there is no such thing as a nationwide CCW permit, more states seem to recognize the FL CCW permit than any others. However, there are still a number of states where a FL permit holder is not legal to carry. Some of these states are simply a lost cause right now, like IL, NY, CA, and DC.

Here's the question:

Are there any states

1) whose permits cover states not covered by a FL permit; and

2) they issue permits to out of state residents; and

3) they are shall-issue states?

Inquiring minds want to know.
 
I know that Florida is the only state that has more reciprocity than we do. (I believe that they have 1 or 2 more than us in total) However I don't know if we have reciprocity with all of the same states or not. We do issue to out of state residents as well, and we are shall issue.

That's the crux of the issue. Basically I'm trying to figure out if there are any other states whose permits I should apply for.
 
Yeah, I checked Packing.org. However, since the data isn't set up to do the comparison I'm looking for easily, I was inquiring whether anybody else had already done the work before doing it myself. No use reinventing the wheel.
 
Correia, I don;t know if that's true right now. I'm jsut taking a look at the BCI webpage, and it says that Utah has reciprocity with 4 states 'Arizona, North Carolina, North Dakota, and South Dakota'. However, 'Utah will honor any permit which has been issued by another state or county.'

Check out the BCI website on the states you are looking into, they should have a list like this one.
 
At packing.org, click on License Tool on the tool bar at the top. Check the box for the state(s) you have (or are interested in) and it will give you a numbered list of states that they're good in, with caveats. Some states (Michigan) recognize ANY other state's RESIDENT permit, but NO non-resident permits, so my CA permit is good there, but my NV, FL and UT permits are not.

A quick check shows:
FL 27 states (- Michigan if NonRes)
UT 24 states (-Michigan if nonRes)
 
Crude, BCI only lists the ones that we have established official reciprocity agreements with. However they don't include everybody who just honors our permit, but with out an official agreement. Packing.org is great, but remember that every state can change who it honors at any time, so you need to follow up with that particular state's agencies before you go there.
 
Nevada does not recognize any other state's permits, but it is a shall-issue state and gives out non-resident permits. However you have to apply and take training in person.
 
Okay, since nobody could answer my question, I did the work myself, something I try very hard to avoid. Answers are based on PACKING.ORG responses; YMMV and use at your own risk - be sure and verify before carrying in any state.

Here are the states that have shall-issue laws, and also issue to out of state residents:

AZ, CT, FL, ID, IN, ME, MN, NV, NH, ND, OR, PA, TN, TX, UT, WA

Keep in mind that there may be restrictions on out of state issue - for example, as I read their law, TN will issue only to out of state residents who have business dealings in TN. Some states require an in person application - an inconvenience, though not a prohibition.

Of these, CT, ME, MN, NV, OR, TN, and WA do not recognize permits from any of the other states on the list, so if you want to carry in one of these states, you must apply for their permit.

There are two states that recognize permits from one of these states but not FL permits:

VA recognizes TN, TX, UT, and WA permits, and SC recognizes TN permits.
 
OR issues non-resident permits only to residents of contiguous states (CA, ID, WA) and it is at the discretion of the sheriff with whom you apply.
 
That's great news about WA, I have a lot of friends of up there. It's great to know I will be able to protect myself there shortly. I'll start planning another road trip. :D

Corriea, so what is the best way to know what states currently allow UT CCW's? Packing.org or a state law site?
 
Packing.org will give you a good indication, but I always encourage anybody who wants to carry in another state to call up that state's attorney general's office, or their Department of Public safety. The laws and rules are always changing. I believe that many of the phone numbers you need are already on Packing.org.
