The worst black codes were in the North. I don't see how anyone could believe that the 14th wasn't intended to address northern black codes.

I do not recall one citation to any "black codes" of the North by the Framers.

I do know that the Civil Rights Act of 1866 was used to address rights privation in the North.

So, you are agreeing with Taney and the idea that Blacks were NOT citizens?

Absolutely. I think the evidence is overwhelming, and that Taney and his decision deserve our greatest respect.

I think it is pretty clear that slaves were not citizens.

It is also pretty clear that in the North, blacks did not enjoy the full complement of both rights and duties of citizens, nor did free blacks in the South.

It could thus be argued that blacks were never considered citizens in either the North or the South. I think that is the only fair conclusion to make.

I remember reading somewhere the assertion that if Indiana could disallow negroes and mulattoes from entering its borders, then all States could do that, and where were the freedmen to go?
