They are reworked Euro mags. I have not seen any ruling as to whether the act of welding on a new bullet guide/nose and refinishing them counts, but I would not bet on it. You can get US made 7.62x39 followers and baseplates, however, and they will count as compliance parts if installed in the 7.62x39 Surefire mags.
