Question. I'd just gotten a Saiga .223, and am not really wanting to put out all the cash for conversion as of yet.

I see there's "Surefire 30rd mags" available out there, BUT...the packaging states "E Euro Steel Mag Modified in USA"

Now...does MODIFIED in the US equal MADE in the US for 922r compliance? As far as I believed, at least, putting a foreign part like a highcap mag on an unconverted Saiga, still a sporter, would run afoul of the law?

Modified is not made. if it was we would all "modify" our stocks and muzzle devices.

So anyone who picks up one of these 30rd mags for their "unmodified" Saiga, which they're marketed for, through any Surefire seller or through SKSman is breaking 922r and could have BATFE stomp on them?

I wasnt answering if you could put it on legally, but that modified foreign parts are still foreign.

The AWB in gone. Evil features are not being counted, at least in free states.
The only issue that I can see in play in 922(r) compliance, and not making a rifle that would be otherwise illegal to import. In the absence of an 'sporting purposes' import ban (a la Norinco), you should be fine.

Put more simply - the magazine that came with the Saiga was not US-made. The Surefire mags are not US made. Since you are not changing the rifle by adding the Surefire magazine, it would appear that your legal status is unchanged regardless of whether you use the Surefire magazines or not.

Were I in this situation (and I may be very shortly), I would not be worried about it. But IANAL and my opinion is worth all that you paid for it.

Made in the USA

Just ran across this thread and wanted to provide update re Surefire status.

I have a brand new Surefire Mag, marked" Saiga 7.62 x 39 Made in the USA".

Both the mag body and base are clearly embossed on the plastic with "Made in the USA".

Most already know this, but some newbies may find this helpful.

keep doing your homework and I believe you will find that either a pistol grip or a high cap mag are by definition of the import ban, 'unsporting'.
Not necesarily. The import ban is not based on features, but specific to make/model. It's just that the models that are banned because they are presumed to have no sporting value are the ones that don't look like sporters.

Everyone presumes that evil features equates to banned from importation, but that's not actually how the law reads.
