T/C Contender Action with Buttstock for SBR

Assuming that Alabama changes the law and allows ownership of SBRs, would it be legal under the NFA and the BATFE regulations to use a single Contender action with a butt stock and MULTIPLE barrels with lengths shorter than sixteen inches?

If so, is the tax stamp required just for the action with the butt stock or does each barrel require its own tax stamp?
 
The tax stamp is only required for the receiver. Lately the ATF has been rejecting Form 1's that say "various" for the barrel length so you may want to put every possible length you would ever want to use on the form.

Up until a couple of years ago we used to get them approved with 'various' for both the caliber and barrel length but it appears they stopped that.
 
As stated "multi" won't cut it anymore but just list all of the possibilities in 4h (if my memory is right). It's also a good idea to have the barrel around the receiver so you can at least transport it without having to explain everything to an LEO not familiar with NFA gear. Same goes for ar uppers.
 
We hace TC's Lawsuit against ATF for the ability at all. ATF tried to drive TC out after 21" carbine barrels came out and you still are not supposed to have short barrels at the same time as carbine barrels without SBR tax stamp.
