The Vanguard isn't available in a left-handed version, so my vote goes easily for the Tikka.
I have a T3 LH in 308 and it is a fantastic rifle. I also have a Vanguard (version 1) in 257 Wby and it feels sort of clunky...plus it is RH and it's hamstrung by a 24" barrel.
The 257 weatherby mag Vanguard is not clunky. Its push feed action feeds those belted mags as smooth as any rifle can. The buck I shot with it at over 300 yds. Didnt realize it was hamstrung by only having a 24" barrel. I am sure if he would have known, he would have trotted right off instead of dropping such as he did.

I also have a Vanguard chambered in .257 Weatherby and like it a lot. But, if I could have my choice, I too would have opted for a 26" barrel. Though I don't feel "hamstrung" with the 24" barrel length, I would prefer the 2" longer barrel to take full advantage of the .257 Weatherby cartridge ballistic potential.
