If this is a fact, you could contact DMV, as I would think if this is on record, then his driving privileges would be suspended until he gets some sort of professional help, and some kind of therapy, along with no Drivers Licence until a Doctor writes a letter of proof of revaluation of subject, to be able to regain the Privilege of a valid Drivers Licence.
Also, just think in terms of what Confucius once said:
~ Man who makes love to woman on side of mountain, not on level.. (goes both ways) ~
Lot's of fish out there without hang-ups.. life is long, yet short.
