Target Shooting or Missing

Went out back today with my Henry 22, using Aquila .22Colibi shells that have no powder only the primer. I use a back board of 3/4" ply for shooting with pellet rifle and such, setup two shoot and see targets backed off around 30 ft and let it rip. The bottom target looked like Annie Oakley was shooting, I have never been so proud of my shooting with iron sights. Almost took the center out completely and had to use the peel and stick patches on it. The second target was mounted about 8inches higher than the first. After 15 or so rds I never hit anywhere close to center and in all honesty I didn't even get close to a 8 or 9 score ring. Dropped back down to first target, dead on, even setup a soda can on ground right against the backstop. Tore the can to pieces. What in the heck was going on. I know with the primer only not to expect precision shooting but I would think I could hit one Bulls Eye at least once.
