I've seen my vet (veterinary surgeon that it, not a retired soldier ) use one on bulls and other adult cattle, and it's impressively effective.
The mouth electrode pictured clips to a lip and the tail electrode clips to a needle inserted near the base of the spine. Switch the unit on and adjust power until the patient is sufficiently rigid.
Administer local anaesthetic and perform procedure in (relative) safety and comfort.
Switch unit off and remove electrodes, release confused patient. Patient ambles off metaphorically scratching it's head wearing a '***?' expression.
It'll handle adult bulls weighing 1 1/2 tons that I've seen, so I suppose it would work on bears too. I'd want someone else to attach the electrodes though, and VERY long wires!
