Terminology problem ?

Im thinking of buying a Ruger Mark III. If Im correct the Target models come with the weaver style scope mount or I think its also called a rail system.
This is my problem. I found a Ruger 22/45 Target Bull Barrel for sale on a website and it shows one of those mount/rail pieces in the picture but it doesnt say it comes with it, in the description so I emailed them the question "The picture shows a weaver style scope mount. The description does not mention the mount. Does this Target model really come with the scope mount ?"
They returned this response "There are no scope mounts pictured, the rail system is shown and it comes with the gun from the factory" So Im thinking that they are saying YES it does come with that piece that I need to mount a scope and rings to...right ?
 
This is a great question as many folks are confused by this...plus there are some crossover pieces.

These are rings which mount onto the rail and together could be referred to as a scope mount (a mount in which you would install a scope)
