Texas CHL Instructor's Class

For those of you who are Texas CHL Instructors, when is the class to become an instructor offered?

I read on the DPS website that it's only offered once a year in Austin, but I didn't see anything that said when the class was given.

How much does the class cost and how often are you required to renew your license?
