Would you believe that on the same day, within about an hour of each
other, I got TWO emails, each from a different person in Texas, who
wanted to form a VCDL like group to fight for open carry in Texas!
When I am visiting family in San Antonio I hate having to carry fully
concealed during the super hot Texan summers! It's hard to believe
that open carry isn't already the law of the land down there.

I put the two parties in touch with each other and I spent some time
on the phone explaining how VCDL is set up and giving suggestions on
how to proceed with such a fight.

Please note that this group is NOT affiliated in any way with VCDL.
(Just like the Arizona Citizens Defense League - AZCDL, which is
doing a magnificent job and is also modelled somewhat after VCDL.)

Supporters of the Political Initiative for Open Carry of Handguns in Texas

Dear Fellow Texans, Did you know that there are 43 states in the
union that permit Open Carry of firearms? 11 of these states are
known as "Gold Star" states where, with few restrictions, law abiding
citizens may exercise their 2nd Amendment Constitutional Right, and
openly carry on their person and in their vehicle a loaded side arm
for personal protection. 11 other states have Open Carry laws that
allow their citizens to carry their handguns openly with a permit,
and the remaining 21 states allow open carry with various additional
restrictions.

Texas gun laws are clearly behind the times. Many citizens of states
that currently enjoy Open Carry are surprised to learn that the great
Lone Star State does not allow its law-abiding citizens to Open
Carry. Many of your fellow Texans and fellow gun owners feel
strongly that the time is right for us to unite together in support
of a Texas Open Carry Law.

The TCDL is a non-profit, grassroots movement of fellow Texans who
are dedicated to supporting our Constitutional Right to Keep and Bear
Arms. We know that it will be a long, hard process to enact this law
in Texas but we feel our mutual labors will be rewarded in the end.
We are asking for your support in this great effort.

One of our first tasks is to assemble a large data base of
supporters. As the list grows we will begin sub-dividing the state
into local contact zones. Each zone will work to promote this
initiative in its geographical region to more effectively reach out
and communicate the progress and needs of the TCDL. Already hundreds
of Texans have signed on to work together toward this common goal.
But it will take all of us together to successfully push the bill
through the Texas legislature.

This is not about money, but about numbers! There is no charge at
this time for joining TCDL. We will soon have our website posted and
as we progress it may become necessary to charge nominal dues to
cover expenses. All we are asking is for you to say that "yes" you
are willing to help us in this task by responding to our email
address. We will enter your name and email address in a confidential
data base. You will then start receiving educational information and
updates on our progress as well as suggestions on what you can do to
further the cause. The TCDL is a serious group of pro-gun, pro-2nd
Amendment TKBA supporters. Please join us NOW! If you've never
experienced Open Carry - you don't know what you are missing! We can
do this - and you will be able to look back and proudly say you were
an integral part of bringing Open Carry to Texas!

Sounds interesting but a group that can't even put up a simple web site to explain their position, but wants me to send in my name and address along with the anouncement that I want open carry, won't get many responses.

Very good. Just needed to see some more on the whole thing.

As I'm sure you know, there has been more than one organization lately claiming to be "pro gun" but turned out to be clearly working on the other side of things.

Unfortunately, that one will leave folks a bit skeptical for a while to come.

Personally, I would rather see some lawsuit protection for acting in self defense first. More power to you though. Another gun rights group in Texas wouldn't be a bad thing.

Have you contacted the TSRA?
 
Considering that the state of my birth is THE state in which holders of concealed carry licenses most have to be paranoid about "printing" even when the gun is fully covered up, methinks open carry has a loooooooooong way to go. Not that it isn't a goal worthy of being pursued, but I agree with the gentlemen who suggested that relief from civil and criminal liability for "good shoots" should be a much higher priority.

Do y'all have a "no confiscation" law yet? Or a "no duty to retreat" law?

Texas State Rifle Association and Open Carry in Texas

The Austin lobbiest for the TSRA has repeatedly said that open carry is one of the items on the table that they regularly move forward. TSRA has done more for Gun rights and the Second Amendment than anyone else in the state. Its a great organization doing crucial work.

The TSRA is active in reforming and de-regulating Texas Gun laws on every level. Open carry is one of their issues. The stated objective for Texas Gun law, according to the TSRA, would be a Vermont or Alaska type system. One of the biggest problems to reform in Texas is that the Department of Public Safety, (Texas Highway Patrol), who administers the CCL system has gotten "hooked" on the profits from the liscensing system...profits that by law they were NOT supposed to be making.

Another police group.....illegally acting against citizen rights and for their own empowerment. I'm sure everyone is shocked!

If you are a Texas gun owner and you are NOT a member of the Texas State Rifle Association, then you ought to be dadgum ashamed. The TSRA members are paying the bills and fighting for YOUR rights while you stand around doing...what exactly? Lots of gunowners and hunters in Texas...millions. Less than 40,000 of us lobby and pay the cash to protect the guns in your gunrack, the hunts, and the rights you enjoy.

I was a member. Then an active member. Then a life member. Now an endowment member. I also do several thousand dollars worth of photo work for the TSRA free (calendar photos, magazine photos), so that we can save money to lobby with.

Put your money with people who FIGHT for your rights.

Hello fellow Texans and members of THR.
I am the President of the Texas Citizens Defense League. Please allow me to tell you a little about myself, our organization, and how this all got started.

I'm a born and bred Texan and my Texas pride and heritage runs deep. Our family was the first settlers on the Canadian River in the Texas Panhandle. I come from a long line of cowboys, lawmen, outlaws and Indians. My grandfather and father were both gunsmiths and our family homestead is still a ranch in the Panhandle. Like many of you I'm sure, I grew up hunting and fishing and got my first .22 Remington at age 13. As far back as I can remember we always carried firearms. Before we knew anything about concealed carry or CCL we always carried a handgun under the seat of the truck and a rifle or two on the rack in the back window. In a small cowtown no one thought anything about it. That was also when we left our doors unlocked and everybody knew everybody. Folks still waved at each other when you passed on the road. Folks went to church, barbed wire fences were few, cowboys tipped their hats to ladies, and everyone treated his neighbor with respect. Well ... times have changed! I moved off to the big city and quickly learned that there were enemies around every corner. They wanted to intimidate you, take what you had worked hard for, had no respect for God or fellow-man, and would harm or kill you and your family. I also found out that the police and the government were not there to protect you either. I have been a Texas CCL holder since it became legal. My wife is a CCL holder and all of my kids were raised with guns and taught how and when to use deadly force.

About six months ago I took a two-year job contract in Arizona. I immediately hooked up with the local gun clubs and organizations. This was my first experience with Open Carry. Friends - let me tell you - I felt liberated! No longer did I have to worry about what clothes I was wearing, was my handgun small enough and sufficiently concealed, was this a legal place to enter with a concealed weapon, or could I get in trouble traveling with a handgun. If you have ever experienced Open Carry there is no explanation necessary.

In the course of educating myself on the issues of Open VS Concealed Carry I joined an online forum called opencarry.org. I discovered there were a handful of Texans on the forum. There had been considerable talk about starting a movement in Texas to push for legislation that would permit Open Carry in Texas but the general sentiment was one of complacency. Some thought it couldn't be done. Others thought it would be too difficult and take too long. Still others talked, and talked about it but weren't able or willing to DO anything about it. Well, I come from good ol frontier, cowboy stock, and I never have been one to roll over and play dead! My 94 year old grandma calls it "grit." So I started poking around the internet, making some phone calls and talking to my buddies back home. When I say "my buddies" - these folks are attorneys, businessmen, CEO's of corporations, gun dealers, CCL instructors, LEO's, fellow NRA and TSRA members, city folk, country folk, avid hunters and men and women. They all expressed a firm desire to push for Open Carry in Texas and felt, for various reasons, that the time NOW is right. So I took the bull by the horns and started TCDL.

As TC-TX pointed out - this is a grassroots movement. I still believe in the power of the people to make changes and hold our elected officials accountable for the will of the people. But besides that - we are Texans! If you've ever walked the sacred grounds of the Alamo or been to San Jacinto, you KNOW what I mean! I believe in the 2nd Amendment! I believe we have the right to protect our way of life against any who would do us harm! I believe we have the God given right to freedom and to defend that freedom from any threat be it an individual or the government itself! The purpose of the TCDL is to unite us together to preserve those rights and to take back the basic freedoms that have been subtly eroded and legislated into a tangle of laws and prohibitions. I believe we are the silent majority and it's now time to stand together and become a force to be reckoned with. Yes, Open Carry is our first priority. But I believe there will continue to be a need for a watchdog organization.

We are asking you - OUR FELLOW TEXANS - to join us in the fray. We need YOU! The first order of business is to assemble a large data base of support. To that means we are launching a membership campaign on many fronts. We are working as fast as we can to get organized and get the website up. The response has been overwhelming!

Gunfire - it can be done! It ain't easy! I have not been able to do this alone. There are many who are working tirelessly to make this happen. We all work full-time jobs and have families too - but we are dedicated and believe in the cause. Maybe soon there will be a FCDL!

Your posts would be a heckuva lot easier to read if you'd stop playing with the fancy fonts button and just let your posts show up in the forum default font. That long one gave me a headache trying to read it.
 
I still think you should work with TSRA, but that is your call.

For those who didn't know, the Texas Legislature meets next year. I think it is Feb through June. If you want to find someone to sponsor legislation, now is the time to pursue it. Aside from elections of course.

The last TSRA newsletter mentioned that they are concerned about how this next session will go. The lead lobbyist is new to the job and a couple of the most vocal supporters in the legislature retired. The lady who lived through that Luby's shooting retired if I remember right. Also, I think TSRA have said their main focus will be castle doctrine legislation.

We will certainly look into working with TSRA. We have, however, received conflicting reports on their Open Carry position and we just need time to pursue this line of support.

WE AGREE - if TSRA is willing to support OC (and I am not saying they are not - we just do not know for sure yet) and able to engage with TCDL, then we are definitely on the same page.

Bet most people think TX is the most gun friendly state there is. I always thought you had open carry. Heck here in Arizona i've open carried at Sky Harbor Airport.
 
I would support open carry, as well as a few other changes. For one I think it's silly that we can't carry some of the places that are forbidden. Specifically I hate that I can't carry on a college university. I have classes that let out at 9pm and have to walk across campus and threw town to my apartment unarmed! UH is even a worse place to have to do that. Unfortunatley I also don't see TXDPS letting open carry get too far, and I also think it will be hard to get used to carrying a gun open with no badge, or anything.
 
Texas is friendly as long as you're concealed. The constitution we Texans have is... very interesting. You can't do much without the support of a majority of the voting population.
We need open carry. We can't let the Vermontese and Eskimos be the only ones that have it.
Our permit does have recip. with most of the states, which means we can cross almost the whole darn country without a peep.
 
So the TSRA is pushing Vermont/Alaska style carry? That would be carry however you please without stooping to ask the gummint's permission? I like it, but that's down the road.

What is TCDL's angle? Start with open carry by CHL holders? Arizona style carry where open doesn't require a license but concealed does? Separate license for open carry?

I really really like the idea of open carry as far as freedom goes. I probably wouldn't do it much, but it is a right that shouldn't be outlawed.

I also really like the idea of open carry. My dad and I have had several conversations on the topic, and we both agree that open carry would deter crime, as criminals prefer unarmed victims. They'd be insane to knowingly attack someone carrying a gun.

I would suggest turning the Texas Concealed Handgun License into a Handgun Carry License. That would make much more sense.
 
I would suggest what the Honorable Suzanne Gratia-Hupp attempted to get passed years ago in Texas al la Vermont (and now Alaska) ....

Open or concealed; no license (permission), fee (tax), photo or prints required. No bureaucracy needed.
