Considering the type of pistol used as subject matter i can't imagine that there is any doubt that the UN is very interested in dissarming civilians. I dont know many oppresive military governments that generally carry Pythons.

Well, actually, hundreds of single lots in Washington, D.C. are not American soil. Each embassy is the soil of the nation inhabiting it. Conversely, there are little spots of American soil in nearly every capital in the world.

But, yeah, the statue is inane at best. IIRC, there's a similar statue in Liverpool England to honor John Lennon.
