Somehow you had two numbers transposed in the link to the attachement(542108 instead 452108)

This apears to be a modified pic, notice that at 8:15 pct the pacific coast looks a bit bright, also the cuba area and points east of cuba,

Yeah, it definitely looks like someone cloned the water color and applied it to the land. Land and water have different reflectivity and should be distinctly different shades of darkness. Not to mention the entire blackout area is without power and dark and I don't believe that was the case. Also good call on the time by Mark Scott.

Only Erie, PA had the lights go out. That picture shows all of Pennsylvania with the lights out.
