During the time I held my CCDW instructors certification, we passed some 4,000 applicants (gave "second chance" testing to about a dozen) and only had one blatant incident of bad attitude. After the range testing and final paper exam, the senior instructor announced that the entire group of about 25 had passed with flying colors, and would be certified for applcation. One young man who had done well throughout, said, aloud so everyone in the room could hear, "GOOD! Now we'll be even with those damned cops". I'm not sure what happened to his paperwork
Actually, his paperwork was processed just like the rest, but he had a private session in which it was explained very thoroughly which bears are, and are not, allowed to do whatever in the woods. His comment was passed on to his sheriffs dept. and to the issuing agency at KSP. Don't know if he made it or not, but hopefully he did, after someone blew the soot and smoke out from between his ears.
