Federal Firearms Law Reform Act of 1986 - Amends the Gun Control Act of 1968 to prohibit the transfer or possession of silencers.


This is the law that became the 'Firearm Owner's Protection Act'
 
Considering that 20 years later silencers are still legal to manufacturer, possess, and transfer, no it isn't, at least in that form.
 
Youre misusing the terms "law" and "act" but I'll just go to the substance of what you are saying.... No, the FOPA did not ban suppressors in its final form.

Oh FYI, Acts can create Statutes, which together with court cases constitute the Law.
 
The ACT originally DID ban suppressors... however it was amended and the end result was that ALL suppressor parts are considered to be a suppressor.... this is why you never see end-caps, wipes and tubes for sale anymore...
