I work in a supermax lockdown facility, and we use the TASER and OC all the time. I have seen inmates cry and cuff up just at the sight of the laser sight on the TASER, and I have witnessed inmates take mulitple TASER shots plus cans of OC and pepperballs, and give up only because they got bored. The real problem is with the one shot aspect. That's very little to us, because we have all the time to reload, unless it's a major disturbance on the yard, then we don't fool around with NL garbage - straight to shotguns and 37mm launchers. But for a person on the street, if it doesn't work, reload might be a little stressful!
