As far as revolvers are concerned in PA if it can be converted back to a percussion revolver than the conversion cylinder is considered a part and are treated like every other 'primitive' weapon. No FFL involved.

There is 2 seasons in PA, one the two week period after Christmas is flintlock only and a single projectile so minie bullets can be used. It use to be that way back in the 70's and 80's where you had to use a patched round ball only but that has changed since.

yes, the first season is in oct and is for doe with a doe license only. useing any muzzle loader, inline, regular cap lock or flintlock with any sights,open,peep or scopes and any projectiles and as a bonus any one 65 or older can use any modern rifle on the last three days of the season with a doe license.. eastbank.
