Apparently, the author forgot the NFA 34 already did that for Da Switch, AKA making an illegal machinegun, but maybe the gang bangers being threatened with "double secret probation" might shake them up a bit.

The Virginia Tech murderer several years ago had ten round mags for one of his guns - didn't seem to slow him down much. BUT, also note this little gem;

Fixed magazines ala Steyr 1912 or Mauser Broomhandle. EVERY modern semi auto pistol would be illegal overnight. How convenient, especially for the criminal. Nice to let us keep our black powder pistols...

But you can't keep what you already have...however, the good man will be happy to give you a few dollars of his constituent's money to steal what you already lawfully own, i.e., no grandfathering.
The GOSAFE Act will prevent stockpiling of these lethal firearms and large capacity magazines, and also ensure no one loses the value of any firearms they currently have, by establishing a voluntary buy-back program, which would allow firearm owners to voluntarily turn over and receive compensation for non-transferrable firearms and magazines as defined by this legislation.

However, this proposal flies directly in the face of Bruen, and would never pass the House as it stands now.
 
Somebody tell me if I'm wrong, but as I'm reading this new plan, it seems like blowback pistol caliber AR's like 9mm's would be exempt. Can any rifle calibers be made/redesigned into safe and comfortable-to-shoot (recoil-wise) rifles? 300BO for instance?
 
Don't be fooled by the "gas-operated" moniker. The GOSAFE ACT bans ALL semi-auto rifles with detachable magazines, regardless of its semi-auto mechanism, be it gas operated, recoil operated, or pure blowback.
From the proposed bill:

(40) The term ‘gas-operated’, with respect to a semi-automatic firearm, means any firearm that harnesses or traps a portion of the high-pressure gas from a fired cartridge to cycle the action using—
(A) a long stroke piston, where gas is vented from the barrel to a piston that is mechanically fixed to the bolt group and moves to cycle the action;
(B) a short stroke piston, where gas is vented from the barrel to a piston that moves separately from the bolt group so that the energy is imparted through a gas piston to cycle the action;
(C) a system that traps and vents gas from either the barrel or the chamber to directly strike or impinge the bolt, bolt carrier, or slide assembly, to unlock and cycle the action;
(D) a hybrid system that combines elements of a system described in subparagraph (C) with a system described in subparagraph (A) or (B) to capture gas vented from the barrel to cycle the action;
(E) a blowback-operated system that directly utilizes the expanding gases of the ignited propellant powder acting on the cartridge case to drive the breechblock or breech bolt rearward; or
(F) a recoil-operated system that utilizes the recoil force to unlock the breech bolt and then to complete the cycle of extracting, ejecting, and reloading.

They just emphasized "gas-operated" so they could get the acronym "GOSAFE."

Looks like it would ban all popular normal capacity 9mm handguns made over about the last 40 years.

For now at least, it appears that semi-auto handguns are exempted.

From the same bill:

(4) For purposes of this subsection—
(A) the term ‘gas-operated semi-automatic firearm’ does not include—
...
(v) a handgun that—
...
(VI) is a single or double action semi-automatic handgun that uses recoil to cycle the action of the handgun; or
But of course that could easily change in the future. I don't think any of this would ultimately stand up in light of the Heller and Bruen decisions, but with a future change in the makeup of the Supreme Court, who knows.
 
I wonder just who came up with this for Maryland Marty to hang his name on. His usual style to just add his name to someone else's stupid bill. There is no in way in hell he thought this up on his own. If it does manage to make it to slojo's desk it will be signed and the lawsuits will begin with the government using our money to pay their lawyers to defend it.

HK G3 rifle design has a roller-delayed blowback mechanism.

A friend of mine had a H&K SL7 rifle. This puppy ejects cases at a ferocious velocity. I had a case catch me in the face and I was standing like 10 feet away. That high speed case really hurt! 😵

What with crime rates going up and social order going down, it's going to be increasingly difficult to convince citizens that they should disarm.
