This was what I was going to suggest as well. Unless you get really hosed on the transfer fee you are still under $500 for a really nice gun. I like my Ruger a whole lot more than my 9mm AR.
There about 50 bucks around here. If you can convince a ffl to get one. I'd still like to get me but money is tight now. I can do a ar upper for half the ruger price.

When I built my 9mm AR I wanted to build a clone of the Colt SMG. I built it as a pistol with SIG brace to avoid the SBR tax/paperwork. I used a CMMG dedicated Colt magazine lower with a Fulton Armory 604 upper and Rock River 10.5" barrel. It runs like a sewing machine.

If I build another one, it will be with the CMMG RDB bolt/barrel and Mean Endomags. Though a 45 upper has been calling me lately.

Are the dedicated ar-9 lowers worth the money or are the normal ar-15 lowers better with the adapter

About the same. I started with a standard lower and adapter for colt mags, then ended up moving to a PSA purpose built lower that used Glock mags. Being able to use Glock mags is cool because they're ubiquitous, but the Colt mags were reliable and worked fine too. They also had last round bolt hold up which most Glock lowers dont'.

Are there any others mag were you don't need the adapter like the MEAN I have not looked much into them.
They do make full sized 9mm mags, but I wouldn't bother. You kinda need to setup a 9mm lower with different buffer weights so avoiding 9mm mags isn't a whole lot of use.

What barrels are guys using I think bca has one.

I built mine with an FM Products barrel from Brownells.

Since I am in NY I have to keep it compliant, so think I will use a thordson frs-ii stock. And I will have to pin something over the muzzle threads.

Eh, with that said, I'd say get the Ruger PCC. Complaint AR stocks look 7 kinds of goofy while the Ruger PCC works fine in a more traditional stock.
