He's out shooting clay, someone is lining up for their shot while he makes a face after having missed a bird, position of the camera and timing of the facial expression looks like the shotgun is being held to his head...do I need to.... Remember the picture of Clinton (and later GWB) looking through binoculars with the lens covers still on?

They serve the same purpose, and it was not humor, it was to make the other side look stupid.
