That was 2 cops, the woman in the Leather Jacket was a cop, not the reporter, the reporter was off camera.

I'm not clear about any specific issue with this.

Was it supposed to be "disturbing"?

Why would it be disturbing?

(1) Police were ordering everyone to leave immediately
(that is not disturbing)

(2) The reporter did not get up and leave

The only disturbing proposition is that the reporter did not get up and leave.

Yeah, my take is that you don't see anything. Sure, you hear him say "But I'm shot" and someone <possibly a cop> screaming "I don't give a ****, now get up!!!" But, you still don't see anything, no actual shot, no one being beaten over the head with a baton. This is no proof. A waste of time to try to make a case. But as said before, a full video might tell a different story. A third party filming the interaction between the police and this reporter.
