Thoughts on fixing a screwed up AK barrel?

Before I start on my latest project I would like some opinions from any AK builders or gunsmiths out there. I picked up this WASR (cheap) with full knowledge that the previous owner couldn't get it on target even at 25 yards. It had an AR birdcage type flashhider on it that looked crooked to me so I figured that had to have something to do with it. When I pulled it off I found the problem, the threading is not crooked, but was not concentric to the bore! (see photo). I have ordered a threaded FSB to hide this mess, but wondered if I should try to fill the void left on one side with some bedding compound when I install the new sight.
Also the new sight block has the pin holes on the bottom. Should I weld up the old slots left in the top of the barrel? I am concerned about now having slots on both the top and botton of the barrel. My idea is to weld using a series of spot welds with a small mig. Is that advisable or should they just be left alone? Thanks for your help.

I'd want to shoot it without a FH to see if that helps

Yeah, I'd like to know if the FH was causing the problem for sure, or if the uneven thickness of the barrel around the bore was causing the problem. I did not see any marks where bullets had been striking the flash hider and deflecting. Wish I had a range a little closer. Thanks

You could just cut off the end and re-thread, then spot weld a FH or brake. Or just cover up the threads and shoot it without any attachment (probably more accurate anyway).

Can't you just grind the threads off, then smooth it over?

Put her on paper without anything threaded on before you go further.
If she shoots good,mount your new front sight base. Don't worry about
the old pin holes.
