The regular Police has purchased "250,000 SIG SIG Sauer Pro SP 2022s," in 2003. And will use them till 2022 - hence the name.
 
While our Germanic friend has some decidedly Euro-centric viewpoints on American LEOs, I spent enough time in Europe to state that most armed Euro Police are actually little, if any, better than their American counter-parts. Elite Units are usually better, on average, than patrol units in America, but that's about it. German Police units are also taught COM, just like everywhere else. Again, until you reach specialty units, usually from the federal government, budgets are too narrow to allow for a lot of firearms training.

The Mini-14 Rifles shown are built to French Specs, in France, under license. France, like any other country, has various older firearms in less bust stations that aren't the latest issue. More a matter of economics than anything else.

Lastly, the Mumbai Police were armed with Ishapore 2A rifles. These were manufactured in the 1960's at the State Arsenal, and are chambered in 7.62x51. They use better steel than the older Lee-Enfields, and a different ejector. .
