2. You could get a scale, measure 10-20 throws from each dipper and use the averages for the numbers you need.

Even when using dippers, I weigh a few of my throws and use the average with every container of powder I buy. Environmental factors at the the time of manufacture can cause small changes in powders that cause volume metric changes. This is one of the reasons weighing charges is more accurate than using volume.
 
Take one of the dippers and note the amount written on it - it is the CC (Cubic Centimeters) of powder that it holds. Fill it with the powder of your choice and weigh it. Then divide the CC number on the spoon by the weight in grains. This gives you a VMD (Volume Measure Density) of that powder. I would do this three or five times and take the average.

Then, simply multiply the number of grains you want in a charge by that VMD and it will give the CCs necessary to drop it - choose the spoon closest to it and you've got it. Verify with a scale of course.

Maybe make that - chose the spoon closest to it without going over. So if you need .93cc you can use the .7cc scoop but not the 1.0cc scoop.

Should be obvious but just wanted to point that out.
