In Texas, you may carry in a restaurant that serves alcohol as long as it is not a bar (51% income derived from booze, special sign posted for concealed permit owners). There is nothing that says you cannot drink. However, you cannot be "intoxicated". While you would be considered too intoxicated to drive at .08 blood alcohol level, in cases of carrying a concealed weapon, it is up to the discretion of the officer. I'm guessing the slightest waft of that one beer you had two hours ago, or the smell from that wine your wife spilled on your shirt counts.
