You're going to have to be more specific. On what gun? Is this a gunsmithing question or general discussion of the design of some models?
 
It is not necessary for safe and reliable shooting.
If it is JUST the right length, it prevents trigger overtravel/backlash and helps with accurate single action shooting.
 
It is not "necessary" but if it is not causing a problem why worry about it? It's pretty much a fail proof design.
 
It replaces a much more expensive arrangement with a slot in the frame, a trigger stop, and a screw which often got out of whack and kept the gun from firing in single action. The little rod is better IF, as Jim Watson says, it is exactly the right length.
