"Silver soldering" usually requires a small torch or something similar to heat the alloy to around 800-850°F. The problem is that at those temperatures you can effect the steel tempering, so you run the risk of annealing (softening) the arbor.
Personally, I wouldn't worry about soldering the shim in. The process of force fitting then filing it down to fit will hold it place just fine, then when you put the wedge in, it really has no place to go.
