I am still confused by the OP's use of the word "frangible". To me, frangible ammunition is that designed to disintegrate upon deformation, which normal hollow point ammunition is not designed to do. If only non-expanding ammunition is allowed for civilian use in Belgium I would choose .45 ACP over .40 S&W, and .40 S&W over any variety of 9mm Luger.
 
If I'm reading it correctly, you cannot have any expanding or frangible ammo. That would take all of the hollow points off the table, correct?

I would load up with 124 gr NATO ball and be done with it.

If you can find flat point 9mm, and it runs well in your gun, that would work also.

Im not sure I'd really care if it was 115, 124 or 147 gr. All of the fmj rounds are going to act about the same. It will poke holes in stuff and go deep enough to reach important stuff.
