VA - list of pro-gun laws passed in 2004

The news article in this thread points out that Virginia passed more pro-gun laws than any other state this year. Here's the text of a flyer I made for VCDL, listing all of the bills that passed. This might be helpful for VA residents or those who plan to visit. Thanks to the new laws, the state now grants non-resident carry permits, just announced reciprocity with Ohio, and Florida should be added soon. (Here's the complete reciprocity list.)

1. Full preemption of local firearms bans; pre-1987 ordinances invalid (HB 530)
2. Permit holders, C&R private sales exempt from one-gun-a-month restriction (HB 404)
3. Repeal of county purchase permits; destruction of existing records (HB 484, SB 227)
4. Nonresident concealed handgun permits, increased recognition of out-of-state permits (HB 215, HB 238)
5. Repeal of provision limiting out-of-state firearms purchases to contiguous states (HB 1302, HB 1144)
6. Storage of firearms and ammunition added to preemption law (HB 1150)
7. No public disclosure of SSN on concealed handgun permit application (HB 382)
8. If permit not issued after 45 days, application serves as de facto permit (HB 402)
9. Denial of permit must state basis for denial, applicant’s right to appeal (HB 1205)
10. No length of residency requirement for concealed handgun permit (HB 444)
11. Pneumatic gun use protected at ranges and in JROTC activities (HB 1303)
12. Dealers not required to post informational notice; armed services permanent duty post is residence for firearms purchases (HB 375)
13. Concealed handgun allowed with permit while hunting; uniform size and style of permits; motor vehicle misdemeanors not disqualifications (SB 326)
14. Off-duty law-enforcement officers may carry on school property (HB 286)
15. Law-enforcement ID serves as permit for purposes of reciprocity (SB 341)

That's something I called for years ago: "chain" police reciprocity to CCW reciprocity, so that any gain on the CCW front automatically helps cops.

I know VA cops who hate DC because of the opposite of #15. There have even been instances where DC cops detain VA cops who carry (obviously they weren't charged, but the DC police were real d!cks).

I'm proud to live in a very pro-gun state (even though I only have two).

I'd like to see the news stories correlate VA's laws to its crime. Two of the fastest growing regions in the country (NoVa and VA Beach) with very low crime rates.

Yes, #15 was basically automatic CCW for law enforcement from ANY state while in VA. It passed before the new federal bill that I believe does the same thing nationwide. This, and several other bills listed, present great targets for amendments next year. Remember we got partial preemption in 2003, and it was amended to full preemption this year, so the incremental approach is working.

Cortland, you have the right idea. I'd add:

- Repeal of SSN requirement to purchase (even though it's been declared "optional")
- In fact, repeal of state's version of 4473 form
- Change concealed handgun permits to concealed weapon permits
- Repeal silly bans on carrying throwing stars, dirks, nunchaku, etc.
- Repeal silly "cop-killer bullet" ban
- Repeal silly "plastic gun" ban
- Alaska-style carry laws

I'm sure I'm forgetting something.

With all those pro-gun laws passed is there blood runnig down the streets, drivers going crazy and shooting at anybody that cuts them off or any other of the dire predictions made coming true.

I have seen no booming headlines about anything like that happening.

Since there were no extreme experiences from these laws, maybe it is time to go for complete VT or AK laws.

I don't know, we've been hunkered down with all doors locked and windows shut tight for several weeks. Started doing this immediately following the changes in the laws. Been reloading to be sure I have enough ammo for when "they" come for me. We don't dare venture into the big city (Warrenton) for fear of our lives. When we do go out for any necessities, my wife and I both carry "assault" rifles as well as our carry pistols. - you can never be sure who is going try to ambush you for the gasoline in your car. When we cautiously walk down the street (actually we usually run since it makes for a harder-to-hit target) we carefully watch the eyes of the strangers. You can tell who is "going for it", it's in the eyes everytime.

In short - NO!
