varmit bullet for 1:7 223/5.56

I'm looking for a target/varmit bullet that can be pushed 2900fps+ out of a 1:7 223/5.56 barrel. stay intact in flight but still blow up once it hits something. affordable would be nice too.

You didn't mention barrel length, but 16" is quite common and shorter barrels play against peak velocity.
There's no guarantee with any bullet that they will be accurate and provide the desired results on game. I suggest to stay away from the types of thin jacket bullets like the Sierra Blitz, which can fragment on the way to the target if the RPM in the 1in7" twist exceeds it's structural integrity.
Stick with boattailed ballistic tipped bullets from Hornady or Nosler that are known varmint bullets. You can also try the heavier Varmint Grenade from Barnes.
Just remember that your rifle may not shoot the load that your buddy uses, so it will sometimes mean that you'll need to work up different loads and bullets to find a good load that gives you what you want.

I also suggest going to the distributor of bullets like Midway or Grafs and make a list of bullets that may work for you.

gotcha 18"brl. I was just trying to find a good fragile one that can take the RPM
 
Have always been a Sierra fan, lately using 69 gr Hornaday Ballistics tip & A-Max (A-Max seems to expand a little better). Incredable accuracy and deadly expansion, no problems experienced yet, very very happy. Also use 208 gr A-Max in my 300 Win Mag for looooong range shooting, again, very very pleased with accuracy and wind bucking.
