Gunenvy.com in my opinion CZ,ruger, glock(not a big fan myself, but cheap) all good in that range. Look on the handguns for sale section on here

The only decent quality handguns you are going to buy for the $300-400 range are going to be used. I've bought a number of nice used pistols off Gunbroker for that kind of money. One group of quality pistols that usually sells in that range are the SW Third Generation pistols. Take a look at the 5906/5904- the 15 round full sized 9mm pistol in either stainless or blue. You might also find a SW-4566 for that amount, a full sized .45 (although it does have a larger sized big brother, the 4506). The SW-457 is a medium framed .45 that can also be picked up for a good price. Good luck in your quest.

I am getting a used sigma for 200 Thursday. The sigma isn't the most refined gun but from what I have seen they work. Ruger P95's are awesome and can be had in that range all day brand new. Taurus 24/7's also in there but I don't know much about them. Revolver wise you can find any number of Taurus and used Smiths in that range. You have quite a few options open to you in that range.

Big question is, what is the purpose of the gun?

New? Bersa. I don't own one yet, but will soon.

Tons of good used stuff in your price range.

Sig SP2022 or Stoeger Cougar.

For a more Glockish gun, a used police trade in Glock or a S&W Sigma.

Sig 2022. (great trigger, hammer fired, great fit, easy field strip, quality product)

Used 5906.

Caracal F. Trigger is great. Well made. Great ergos.

The only decent quality handguns you are going to buy for the $300-400 range are going to be used.

I call shenanigans!! I will see your negativity and raise you a list of perfectly decent guns that can be found new in that price range.

Ruger SR9/40
S&W SD9/40
Bersa Thunder 9/40
Sigpro 2022
Stoeger Cougar
Ruger P95
Taurus 24/7

Now, there is nothing wrong with those pistols. They are all solidly "good" in my mind. BUT, in that price range you can also get excellent quality used hangduns.
Guns that can pretty commonly be found in that price range used are:

Glock 19/17/23/22
Beretta 92/96
S&W 5906/4006
S&W M&P9/40
S&W Model 10 (oh c'mon, even in the autoloader section this one is a classic!)

They are mostly police trade-in guns.

New, I would say the P95. Lotta pistol for the money.

Used:
It's really tough to beat a police trade-in Glock. They are generally not shot all that much and what parts can wear out are easily and inexpensively replaced. I got a police trade-in 21 with night sights for a really good price at my LGS.

We have a Ruger P95, great gun, and easy to get in your price range. Couldn't go wrong with a Sig SP2022, Ruger SR9, S&W SD9VE either. If you want a 1911, you could probably get a basic RIA for $400ish. From what I hear, they work even if not up to Kimber or Wilson Combat standards.

Other option, to quote everyone else, used Glock.

Because I have one and love it and it's the least expensive, I'd say go P95. Very accurate, good reliability, fantastic trigger in my opinion.

If you want a striker fired, the SD9VEs look good, and the SR9 I played with at the LGS REALLY impressed me. Thin, great sights, the trigger was light and crisp.

Certainly couldn't go wrong with something that says "Sig" on the side either.

There are a lot of good deals to be found in the under $450 market, last I checked there's no law that says you have to buy an M&P, Glock, XD, CZ, Beretta, 1911, etc. You won't die in your sleep for buying a less expensive gun :)

I bought a Ruger SR9c for $389.00, new. It came with a 10- and a 17-round magazine, so I effectively got a compact and a full size.

This pistol has a lot of little things going for it that I didn't think much about before I got it. Among other things, it ejects strongly to the right, as opposed to weakly, or predominantly rearward. If I had to operate it one-handed in my left hand, I wouldn't eat brass. It also has a fantastic dual recoil spring/plunger system, and a great bore axis. While 'bore axis' can be an overrated or over-credited thing, this gun absorbs recoil very well, and stays pretty close to home while firing. The trigger, ergonomics, and sights are all solid, which makes it a very easy gun to shoot accurately.

New:
Ruger P95
Ruger SR9/SR40
S&W SDVE
SIG P2022

Used:
S&W 3rd Gen
Glock LE Trades
(sometimes) Steyr M-series

There are certainly others in those price ranges that are certainly workable firearms but I think those are the standouts that I would focus in on.

Another vote for the P95. That will keep you under $400 after tax and all. SR9 if you don't mind a little over $400 after tax and all.

Not sure about how they do tax on an online sale though? You can find SR9s online in the $390 range but does the seller charge tax or the FFL?

Sig Sp 2022. You are looking at low end pistols. With the SIG SP2022 at least it will be deburred and cut cut up your hands when firing it. You get a few "bites" from low end pistols you won't want to shoot them. Plus with the SIg you get a lifetime warranty, and it's a SIG. But it is your money to spend.

Of course I vote P95 if you want a 9mm! However you didn't mention caliber. I bought a brand new SW40VE for $249 with a coupon for two free 14 round magazines. I got a very nice pistol that I have had ZERO problems whatsoever with and 4 mags for $250.
