I purchased my IAI M1 Carbine earlier this year for $450. It was in like new condition and came with 4 mags. The IAI in my opinion is the best of the non-GI versions. They interchange with all GI parts and mine was manufactured around 1999-2000. Here is a link to a couple pictures of mine.

Mine shoots great, has never malfunctioned in any way. I have shot almost every .30 Carbine ammo type through her except Wolf.
I am quite happy with the Ramline stock I picked up too.
Big +1 if you can pick up an IAI M1 Carbine.

is this better than inland m1 carbines?
Does it need to be, the USGI ones have been great for me. Idont know about Israel Arms but the Universal Carbines stunk...a lot. I have heard that the new Thomson M1 Carbines aren't that reliable either.

I would say no. Again I really like my IAI but I have seen more than one, mine included, in the $400-$500 range. Keep looking you'll find the right one at the right price.

I would not hesitate to buy the IAI model just not at $700 big ones.
Mine has never given any problems whatsoever.

IAI carbines had some QC issues. Quality was hit or miss. Certainly not better than an issue carbine.
"...The IAI in my opinion is the best of the non-GI versions...." Plainfields before Iver Johnson bought them out. Had mine for over 30 years and have never had any problems a bath didn't fix. Milsurp parts fit on them too, but I've never needed any parts. Loves Speer 110 grain HP's with IMR4227.
"...the new Thomson M1 Carbines..." Kahr/AutoOrdnance carbines are too expensive. $899 MSRP. $1,030 MSRP for their 'Para-stocked' version.
