You just gotta be 21 yrs. old to purchase and carry handguns, and be able to pass the standard NCIC backround check...
Legally speaking, you can own one earlier than that with parent/guardian permission. Technically speaking, you can carry during hunting season and/or on your own property, but you can't buy ammo for them until you turn 18 for rifle/shotgun and 21 for pistol. I actually know a local cop who, as a fresh-faced Acadamy graduate, could carry during duty, but had to have his father purchase his ammo.

13 V.S.A. § 4003. Carrying dangerous weapons
§ 4003. Carrying dangerous weapons
A person who carries a dangerous or deadly weapon, openly or concealed, with the intent or avowed purpose of injuring a fellow man, or who carries a dangerous or deadly weapon within any state institution or upon the grounds or lands owned or leased for the use of such institution, without the approval of the warden or superintendent of the institution, shall be imprisoned not more than two years or fined not more than $200.00, or both.
