What state DOESN'T require fingerprints?

In VA is is optional, up to the jurisdiction you live in. Arlington Co and Fairfax Co require them.
 
Regen, I recieved my concealed carry permit a couple of years ago, in Fairfax Co. and wasn't required to submit prints. Has this changed recently?

You just gotta be 21 yrs. old to purchase and carry handguns, and be able to pass the standard NCIC backround check...
Legally speaking, you can own one earlier than that with parent/guardian permission. Technically speaking, you can carry during hunting season and/or on your own property, but you can't buy ammo for them until you turn 18 for rifle/shotgun and 21 for pistol. I actually know a local cop who, as a fresh-faced Acadamy graduate, could carry during duty, but had to have his father purchase his ammo.:eek:

13 V.S.A. § 4003. Carrying dangerous weapons
§ 4003. Carrying dangerous weapons

A person who carries a dangerous or deadly weapon, openly or concealed, with the intent or avowed purpose of injuring a fellow man, or who carries a dangerous or deadly weapon within any state institution or upon the grounds or lands owned or leased for the use of such institution, without the approval of the warden or superintendent of the institution, shall be imprisoned not more than two years or fined not more than $200.00, or both.

You can still get a ACHP. It is not necessarily required, however, I still maintain it. There are still some limitations on concealed carry. For example, we have "home rule" jurisdictions (cities, such as Juneau) that have more stringent restrictions. That is allowed as long as the city does not try to adopt less restrictive policies.

Okay...Back to the original question. When I received my initial permit, I was fingerprinted, and was issued an NCIS-Exempt permit. When I renewed (which was via mail) in order to get the NCIS-Exemption again, I would have had to submit new prints. Unfortunately, there was no one in Juneau certified to do the prints (the Police will not do it.) As a result, I received a permit and still have to go through the NCIS check when I purchase a firearm.

The plus side is that, since I generally go back to Indiana for vacations, they honour our ACHP for carry purposes. Hope this helps.

Alaska Concealed Handgun Permits

Alaska Statute 11.61.220 allows anyone 21 or older, who may legally carry a firearm to also carry it concealed without having to obtain a special permit. The possession of a firearm at courthouses, school yards, bars and domestic violence shelters will continue to be prohibited. Alaskans may obtain a concealed carry permit if they want reciprocity with other states.

A person 21 or older may be charged with Misconduct involving Weapons in the 5th degree under AS 11.61.220 if s/he

* fails to immediately inform a peace officer that s/he is carrying a concealed handgun
* fails to allow the officer to secure the weapon or fails to secure the weapon at the direction of the peace officer, or
* carries the weapon concealed within another person's residence, unless s/he has first obtained the express permission of an adult residing there, whether or not the person has a concealed handgun permit.

ACHP are not recognized in Alaska because there's no requirement for a license, they're purely for reciprocity.

EDIT:
Forgot to mention, municipalities are prohibited from passing legislation on firearms that is MORE restrictive than the state, not vice-versa.

I got my carry permit through the Maine State Police, no fingerprints required.

Thanks for the added info on our great state of Maine I am going to get my wife in a hand gun safty class so she can get her carry permit and will probly go through the State Police for the permit for I do not know how long I will still be able to get it through the Selectmen here.
 
What's a concealed carry license?
We fingerprint criminals in VT.
LOL.

To keep things in perspective, most states require you to get fingerprinted to adopt a child. The feds require finger prints to join the Peace Corps (also the military?)
 
Indiana......NO

I was wrong!!! The first time they do take finger prints...been a long time but my son reminded me...so for Indiana...its a YES.

Birth certificate
Passport
Language and eye exam
Blessing of the "Governator"

Not too sure about prints though. Just adding a pinch of smiles to the thread.
