What's the easiest / cheapest / best .22 bolt action receiver to re-barrel

Specifically, I have an old beat up Winchester 69A - can barrel makers / gunsmiths easily make and fit a barrel to it? I'm going for a 1 in 10" threaded bbl for Aguila SSS / suppressor. Or should I look at something else? Are Savage rimfires as easy as Savage centerfires to re-barrel?

The barrel is simply held in place with a key and a couple of Allen bolts like a 10-22

no the barrels on these are pinned

A 10/22 may be your best bet as Volquartsen likely stocks the bbl you're lookin for
