Apparently never. A federal judge recently ruled that his straw purchases were legal.

if I remember correctly, no straw purchases occurred because the gun never changed hands, right?

You have to go back and read the language in the original lawsuit that was filed against the gun dealers. It was a federal civil suit (not criminal) claiming that the gun dealers had endangered the lives of NYC citizens by selling guns in violation of federal gun laws and seeking punitive and compensatory damages.
Basically, it was just a legal stunt to drive the gun dealers out of business by saddling them with legal bills they couldn't afford to pay. Mr. Bloomberg was also careful to make sure that the suit was assigned to the most anti-gun federal judge in NYC (yes, the mayor of NYC has a lot of influence - even with the feds). Unfortunately, his efforts seem to have been quite successful.
Below are the 15 dealers named in the original lawsuit. I don't know how many are still in business. Patriot Servcies in Richmond had to declare bankruptcy in order to get the suit transferred to a VA bankruptcy court and dismissed. It took a year or so and a lot of legal wrangling, but the guy is back in business under a different name.

FWIW, last month I was told by someone at Gallery Distributing, Mount Penn, PA (#8 on the list) that all the charges against them in this case have been dropped.
There was evidently no purchase made, and the charges were made up.
FWIW, I live near this shop and I know that all purchases are recorded on security cameras. Evidently the "straw purchasers" attempted to buy guns and were turned down by the staff, and the security camers recorded this, but they included this shop in the suit anyway.
I have seen zero publicity about this since it was filed.
