But could a person go into Canada and bring back said primers for personal use, Legally ?
I've brought back items legally from Mexico before ( tobacco, alchohol, vanilla, ect).
Or is it not the same...?

No. Canada has strict regulations on who can buy ammo and reloading supplies. You would not be allowed to buy it there.

Which also explains why they've got full shelves. Here, any yay-hoo over 18 (21 in some places) can walk into the store and buy the max if there's a limit and resell or stash them to their heart's content. No registration or license required.
