Where do I find "Mil spec" parameters?

There seem to be 2 lists of ARs - acceptable (Colt, DD, KAC, etc.), and not-so-acceptable (Bushmaster, RRA, Olympic, and so on).

One of my carbines is the Wal-Mart SIG M400 w/Prismatic Scope.

I've been impressed with it and don't care overmuch about mil-spec v. non-mil-spec, but I do wonder from those qualified to know; which of the 2 lists these rifles would fall on? Thanks,

I don't know that it is as simple as 'two lists', but the Sig isn't going to be categorized with Colt, DD, KAC, etc.
 
Mil-Spec is a minimum standard

It's not the minimum standard, it is a standard. Sometimes it is a higher standard. For example, milspec calls for AR barrels to be made of 4150 CMV. 4140 CM and 4130 CM are perfectly adequate alloys to make good, durable barrels from, but the properties of 4150 CMV (better heat dissipation, better wear resistance) clearly make it a higher standard than the minimum

OK, but why wouldn't it be, exactly? Won't offend or hurt my feelings, I'm just curious (don't consider the scope it's surely lower-end although fine for range play).

I don't know their specs off hand, so I can't comment there (I checked the 'specifications' tab on the rifle on sig's website and it hardly lists anything, which probably means the specs aren't so great)...but I do know what kind of reputation Sig has been earning lately, and what kinds of problems I've seen people posting about, and few people would consider a sig to be part of that group of rifles.
 
NO. Military M4 and M16A4 rifles are not full auto, instead they use 3 round burst. Even using burst is a rarity in the military.

The Navy has never purchased the burst triggers. All Navy M4 and M16 variants are full auto
