Saigas are not particularly hard to convert, and the quality is much higher than a Romanian (for about the same price in the end). The .223 takes a little more work for the mags, but there is a good sticky in the russian AK forum on AR15.com. I am currently helping a buddy convert a 7.62x39 Saiga; this is the third one I've done and I think I could have the whole thing ready for paint in 2 hours if I did it in one shot. Really not that difficult and lots of fun to tinker with.
If you are looking for a smith to do it for you, Chris @ AK-USA is at the top of a fairly short list in my opinion. Hard to beat his service and quality. If you have the time and means however....it is doable yourself.
