I believe the 22 is # 1. I may be wrong, but it may be the most common LEO sidearm in general. That could be Glock propaganda bouncing around in my head.....In law enforcement its most likely the Glock model 22, but I imagine that the Glock 23 isn't too far behind. The 23, much like the 19, is probably more popular among civilians due to it's relatively compact size.
I have no hard data on this, it is just an educated guess.
