The fine, tax, regulation, or law is imposed on the citizen(s) because enough citizens voted for certain people and (in one fashion or another) asked that these fines, taxes, regulations, and laws be imposed on themselves and their neighbors.

That is another great example of how it is supposed to be, compared to the way it is. People vote for politicians based on what they say. NO politician runs on raising YOUR taxes or imposing new fees. (though many run on raising somebody else's taxes or imposing fees on other people) Regulatory agencies are often created for the sole purpose of putting a layer of facelsss bureaucracy between politicians and their unpopular political impositions in order to skirt responsibility and blame for their political will. You also have regulatory agencies that were voted into existence so long ago, by people who are all now dead, that have morphed into something unrecognizeable in scope and purpose by their creators that no amount of voters can get rid of.
