OP, I honestly giggled like a kid due to your putting retarded and military intelligence in the same paragraph. I'm truly not trying to make you a butt of jokes, but your humor seems infectious. Welcome!

I can't really improve on the Ruger 10/22 or the Marlin 60 for a first .22 rifle. I have both and wouldn't say either of them are really better than the other, though the Ruger can be laden with a host of different aftermarket goodies for whatever you wish, not so much the Marlin. If you really want to spend the big bucks though, the S&W M&P15-22 has been mentioned, and I have a GSG-5 that is probably more fun than any other rifle I own, so I would not hesitate to recommend it either.
 
Don't know, but you can keep the $500 .22 LR AR clone. Give me the $125 Model 60 and a brick of Winchester Xpert. Total cost $140.00.

Then go get a decent .22 LR scope in 3x9x32 for $50 bucks or less with a set of $10 rings, and you golden to take anything from a piss ant to a coyote out to 100 yards.
