It's simple.
All the kids who didn't get spanked, didn't play dodge-ball, didn't work, didn't have to earn their grades and/or play a sport to win are now voting.
In their world the good guy always wins and there's no such thing as a 'bad' person - just a 'troubled soul'; in such a world, why would ordinary citizens need to protect themselves?
